try going to www.hitsquad.com they have links there to a variety of freeware programs that could work. just be aware that free stuff often is very basic and well you get what you pay for.

Audacity is only a good program if you are talking about what I think. Google it, it's pretty popular for people on a budget since it's FREE :)

Audacity is all well and good, but its not powerful at all. Google REAPER. It supports VST and VSTi plugins, and its free.

A VST is a plugin for any recording software. It is a little file that contains code for musical effects, such as chorus, delay, reverb etc. A VSTi is a Virtual instrument. You can route a MIDI file to play thru a virtual instrument, converting the MIDI to "real" sounds. Thus, backing tracks, drum tracks etc. are easy to make.
